I once created a file that listed every single NT & OT verse alluded (or cited) in Hebrews. I am reproducing the NT references only. I'll save the original as a PDF and attach here.

*In mss tradition, mss seem to be transmitted in defined groups: E (4 Gospel Book), A (Acts and General Epistles), P (Pauline letters, usually just the 12 plus later mss with Hebrews), and R (The Revelation of Jesus Christ to his Slave John). Since this is essentially the same set of books cited by Irenaeus, the addition of Hebrews must have happened before around 180 CE.
